Gareth Noel Williams studied at Staffordshire University. He continued his studies at the Royal College of Art, in London, and then with the aid of a Nuffic study grant went on to complete his studies at the Gerrit Rietveld Academie, Amsterdam, graduating in 1999.

Since then, he has exhibited in various European countries, most notably at the Glass Museum, Alter Hof Herding in Germany where pieces can still be seen as part of the collection. His work has been regularly promoted at the Kunst Rai, (Amsterdam Art Fair) and was featured on the Dutch television programme Kunstblik. In 2003, he received a stipend from FVBK the Netherlands funding body for the visual arts and was awarded a residency at North Lands Creative Glass in Scotland. In 2004, he became a glass tutor at the Gerrit Rietveld Academie, Amsterdam.

"The issues that are central to my work arise from subjects that I come across in the course of everyday life, events that happen and issues that attract my attention. I am intrigued and fascinated by social dilemmas and taboo subjects. We are confronted with questions and bizarre facts all of the time. The works are an analysis of problems and facts that present themselves."
